Mastodon has a cool feature where users can write their own private notes about other users. It may be a useful feature to let all users on nonshy use, and for admins it can be a place to jot down their own admin notes.

For admins: they should be able to see all notes about a user, so that multiple admins can each write their own notes and see each other's along with everyone else's.

Users would be shown wording that tells them: the notes are for their own eyes only but also admins can see all the notes, and so not to write anything too sensitive.

Users would not see notes written about them by other users - they're private notes for the writer.

In addition to a freeform text area, there can be some checkboxes for users to categorize each other with some options including maybe:

They're my friend in real life
They're a hottie
They're creepy

The checkboxes could be useful for people to e.g. get a list of all their real life friends on the site, or the list of people they marked as a hottie. Some checkboxes could be useful for admins, like if a lot of people tagged someone as creepy it could be a useful signal for who to watch out for.

Original ticket: Sometimes a nonshy member is reported on multiple times by other users who are suspicious of them. It hasn't happened often yet, but a good idea to add to the site would be "admin notes" that you can store about a particular user - e.g. to collect a history of reports and notes about what's weird with their account or so on.
