There should be some admin features on the site to easily disable functionality to varying degrees in case of emergencies or maintenance.

Some specific tiers or toggles for this could include:

Pause all new signups (the signup page should show a message)
Pause all new logins (people already logged in could stay in) - maybe useful in case of password security issues
Pause all site interactions (every page becomes admin required)
Pause the chat room (nobody new can join chat) - if that option needed to be invoked an admin could also log on and /kickall to log everyone out.
