With the inner circle: anyone in the circle can invite others in (provided they have at least 5 public pics), but only admins can remove from the circle and there's not an easy way to flag people who should be removed (users have to create a full-on report which nobody wants to do).

Instead there could be an easy flag button, in the same place (on a user's gallery) as the button to invite them. Have it read like, "Does this person no longer qualify to be in the inner circle? You may (anonymously) flag them for removal" and links in that message could go to the inner circle page to remind people what the criteria should be, and a button to easily flag them.

Flags should manifest as admin reports but the inner circle member who posted the flag should not be included. So it should empower inner circle members to help keep the circle tidy (in case a member took down or privated all their pics and should be removed) without feeling like they're being a tattle tale.
